In 1972 ontstond een landelijke werkgroep, die in 1973 de status van Hoofdbestuurscommissie Pedofilie N.V.S.H. kreeg. De werkgroep heeft vertakkingen in enkele Nederlandse en Belgische steden. De algemene doelstellingen zouden als volgt kunnen worden samengevat: de integratie van de pedofilie in de maatschappij en het opbouwen van een directe hulpverlening voor pedofielen in nood. Op 7 april 1973 heb ik in Breda tijdens de eerste internationale werkbijeenkomst van de Hoofdbestuurscommissie Pedofilie een onderzoek verricht onder de daar aanwezige pedofielen uit Nederland en België.
