Most people who hear of Representative Phyllis Kahn's proposal to give Minnesota 12-year-olds the vote ask is she's joking. But the Minneapolis member of the Democratic Farmer Labor Party isn't kidding. She compares arguments against her idea to those once used to oppose voting rights for women and blacks.
