In times of social uncertainty, excitement about sex serves as a kind of lightning rod. We have known such "moral panics" here in The Netherlands. "Oude Pekela," a Dutch town, has become symbolic as the Dutch example of child sexual abuse hysteria, in which not a single shred of evidence came to light. It is not just children who are caught up in these panics; adults who are falsely accused of abuse, kidnapping, and abduction are stigmatized for the rest of their lives.

It is remarkable that now women are starting to be accused of the most gruesome crimes against children. In the last years there have been numerous trials of female day-care center workers and kindergarten teachers in the United States accused of raping and torturing children and carrying out Satanic rituals.
